`LibFido2Swift.FIDO2Error` error 3 when logging with hardware security key

Describe the bug

When signing into Apple account with FIDO hardware security key, an error appears.

Similar issues have been reported but error codes differ slightly:

• FIDO Error when logging into the apple account #720 (error 2)
• Apple Account authentication via Fido key won't pass the PIN code stage #704 (error 0)

To Reproduce

• Sign out
• Signing in with an account which requires a hardware key
• An error appears

Expected behavior

You can sign in with hardware security keys(U2F) without any error.

• vendor=0x096e, product=0x085b (FS ePass FIDO)
• PIN is not supported with this security key
