quadlets can't find local image

Issue Description

I create a quadlets with a self build image:
`[Container]
Image=docker.io/library/a2a-server:1.0.0
ContainerName=a2a
Pull=never

[Service]
Restart=always`

And got this error:

It is in windows and podman desktop.
I think it is because the systemd service is running in wsl vm, so it can't find the image
