Allow a wireguardPeer to wireguardRef a server on a different namespace #225

AFAIU i cant create a wireguardPeer A on namespace A and wireguardRef a wireguardServer on namespace B
this makes it hard to share wireguardPeer secret between namespces

Allow for wireguardRef to reference a wireguardServer with either dot notation like k8s services or with a namespace field
Describe alternatives you've considered
Check CRD and operator code for options, didn't find any way to my understanding
