Moving notes up and down a list is not working reliably

Current behaviour

1. I click a note to drag it.
2. I can drag it around but the list won't always scroll up or down.
3. When it does scroll, I can hardly control the speed. So if I want to drag something up or down a list, it won't go fast enough and will take a long time.
4. There is no ability to use the mouse scroll whilst dragging an item. It would be soooo much easier if I could use my mouse wheel to drag an item.

Expected behaviour

I expect it to scroll up and down the list easily and reliably if at all. I want the scrolling speed to be easy to control and for the speed to be able to from slow to really fast. And I want to just be able to use my mouse scroll when dragging a note because that would be the quickest and easiest option by far.
