☑️ Resolves

With the more verbose setup check within app_api in v32, more operators are realizing the app is there. This PR adds mentions to the Critical Changes sections for v30.0.1+ (when the app was added as a default enabled shipped app). Probably should have been included in there originally. ;-)

In addition, the v32 note acknowledges expanded setup checks.

Starting with Nextcloud 30.0.12 the monitoring app was adjusted to count the active users in the same way as occ user:report and the support app.

AppApi (app_app) is now a default app
