Encoding External URLs produces invalid HREFs.

Encoding the URI for XML creates invalid HREFs for hyperlinks. For example, any URL that has a query containing an '&' encodes the ampersand as '&',

I am under the impression URLs such as:

https://www.example.com/search?query=books&category=fiction&sort=title_asc

Should be encoded to:

https://www.example.com/search?query=books&category=fiction&sort=title_asc

To be valid content for Confluence (let alone HTML*). Am I overlooking something? Do you have an example URL that when processing through Sphinx and this extension, reveals an issue?
